In March 2020, Ellen Eudy was named Chief Financial Officer, now Deputy Director of Financial Operations, for the SC State Housing Finance & Development Authority (SC Housing), where she provides oversight for the banking, finance, and procurement functions, as well as financial leadership across all departments. In this role, Eudy ensures the financial integrity and soundness of the agency through proper oversight of accounting ledgers and reporting, housing debt, bonds, cash and investments, budgetary, compliance, and other financial matters. She ensures that proper systems of internal control are established, documented, and followed, and she develops organization prospects by studying economic trends and revenue opportunities.

Prior to her joining SC Housing, Eudy served as chief financial officer at the City of Houston Housing and Community Development Department. In this role, she had oversight responsibility for more than $100 million in annual expenditures. She worked with developers, non-profits, and various city departments to fund the construction, renovation, and acquisition of affordable housing, public facilities, and improvements for the City of Houston.

Eudy has a solid history of collaboration with local government officials to promote affordable housing and economic development goals. She knows how to forge effective financial partnerships to address mutual interests. She also understands housing finance from the perspective of non-profit organizations—having served as the Chief Financial Officer for The Women’s Home and New Hope Housing, Inc., respectively. Eudy has a passion for affordable housing and a proven record of keeping affected individuals and communities at the forefront of financial decisions.

Eudy holds a bachelor of arts in business administration from the University of North Carolina, Charlotte. She is also certified as a Rental Housing Development Professional.
