Preservation & Reinvestment Initiative for Community Enhancement (PRICE)

Draft Application and Public Comment Period
June 21, 2024

SC Housing has drafted an application to compete for PRICE funding from the U.S. Department of Housing and Urban Development (HUD). The purpose of PRICE is to preserve and revitalize manufactured housing and manufactured housing communities. Congress has authorized HUD to implement the PRICE program using the Community Development Block Grant (CDBG) statutory and regulatory framework for this first-of-its-kind initiative. $210 million has been made available for the PRICE MAIN competition, of which, SC Housing intends to request $10 million in funding. Applications must be submitted to HUD by 11:59 p.m. on July 10, 2024.

Eligible Uses of Funds Include, but Are Not Limited To:

  • Repair, revitalization, or replacement of manufactured housing; 
  • Development or improvement of infrastructure that supports manufactured housing units; 
  • Land and site acquisition; 
  • Resident and community services including relocation assistance and eviction prevention; 
  • Environmental improvements and activities to increase resilience to natural disasters, severe weather, and climate change; and 
  • Administrative and Planning activities

SC Housing is requesting comments on the Application Draft from June 21 through July 6, 2024. Interested parties may submit comments through the following methods: 

  • By email to CommunityDevelopmentPrograms@schousing.com  Subject: PRICE Main Grant 
  • In writing via USPS, or other shipping method or hand-delivered to: SC Housing Attn: Community Development - PRICE Main Grant, 300-C Outlet Pointe Blvd., Columbia, SC 29210. Hand delivered comments may be provided to SC Housing’s reception staff in the lobby.  
  • Verbal comments may be provided by calling 803-896-4265.
  • At the Public Hearing: SC Housing will host a public hearing on Tuesday, July 2, 2024 at 2:00 p.m. (ET) on the PRICE Main Competition Application. Interested parties can attend the public hearing virtually or in-person at SC Housing, 300-C Outlet Pointe Blvd., Columbia, SC 29210. Registration to attend the Public Hearing via Zoomgov or in person can be accessed here.

Comments received after July 6, 2024 will not be considered for the Final Application submittal to HUD. We look forward to hearing from you.

Copies of the PRICE Main Grant Draft Application will be available during normal business hours 8:30 a.m. – 5:00 p.m. at SC Housing, 300-C Outlet Pointe Blvd, Columbia SC 29210.
