Eviction Moratorium COVID-19 FAQs for Public Housing Agencies

Section 4024 of the CARES Act imposes a temporary moratorium on evictions, as well as a moratorium on fees and penalties related to nonpayment of rent. The eviction moratorium is in effect for a 120-day period beginning on March 27, 2020, the date the CARES Act was enacted. The temporary eviction moratorium applies to the public housing program, the Housing Choice Voucher (HCV) program, including the project-based voucher (PBV) program, and the moderate rehabilitation (Mod Rehab) programs administered by HUD’s Office of Public and Indian Housing (PIH).

SC Housing administers the Housing Choice Voucher Program (HCVP) in seven SC counties (Clarendon, Colleton, Dorchester, Fairfield, Kershaw, Lee and Lexington). This program assists very low-income families to afford decent, safe housing.

The HCVP waiting list is currently closed until further notice due to the number of applicants currently on the waiting list and the amount of time it is taking to assist those families. We will advertise in local newspapers and on this website when it reopens.

HUD and USDA programs provide for income-restricted and subsidized properties.

Use the HUD website search tool to locate subsidized apartments thoughout South Carolina.

You may also use the USDA Rural Development to find additional subsidized apartments.
